Harare Seeks Bonds and Reforms for Sustainable Financing Amidst Fiscal Challenges

Harare Mayor Jacob Mafume has outlined the city's strategy to issue bonds and implement reforms to move away from 'hand-to-mouth' financing and meet its 2026 budget targets for service delivery. Concurrently, Zimra is tightening border controls to combat smuggling, which costs an estimated US$1 billion annually.
