Zida Designates Joina City Office Tower as Special Economic Zone

The Zimbabwe Investment and Development Agency (Zida) officially designated a section of the Joina City Office Tower in Harare’s central business district as a special economic zone. This targeted urban classification aims to attract foreign capital by offering distinct tax incentives and streamlined regulatory frameworks within the commercial complex, according to the Financial Gazette. The designation directly follows the Cabinet's recent approval of the Integrated Provincial Special Economic Zones framework, which seeks to decentralize investment hubs across the country. Historically, Zimbabwe struggled to operationalize these zones, often failing to deliver the promised infrastructure and bureaucratic efficiency required to anchor multinational tenants. Zida must now prove it can shield Joina City investors from broader macroeconomic volatility, as failure to guarantee uninterrupted power and financial repatriation will quickly neutralize the zone's competitive legislative advantages.
