Treasury Nullifies Agriculture Ministry Grain Import Levy

The Ministry of Finance declared a grain import levy imposed on millers by the Agriculture Ministry through Statutory Instrument 87 of 2025 as legally invalid. In a letter dated March 3, Finance permanent secretary George Guvamatanga urged authorities to immediately repeal the levy. The levy had been imposed on millers, causing confusion and potential price increases. The Treasury's intervention highlights a conflict between ministries over fiscal policy. The nullification provides relief to millers and consumers who faced higher costs.
